Öz

Bu çalışma, 2000–2024 dönemini kapsayan verilerle Türkiye’nin de aralarında bulunduğu yedi OECD ülkesinde vergi takozunun kayıt dışı istihdam üzerindeki etkisini ampirik olarak incelemektedir. Analizlerde değişkenler arasındaki içsellik sorunu ve yatay kesit bağımlılığı dikkate alınarak, tahmin yöntemi olarak Arellano–Bond Difference GMM tercih edilmiştir. Elde edilen bulgular, vergi takozunun kayıt dışı istihdam üzerinde pozitif yönlü bir etkiye işaret ettiğini göstermektedir; ancak örneklem büyüklüğünün sınırlılığı ve makroekonomik değişkenler arasındaki yüksek korelasyon nedeniyle bu etki istatistiksel anlamlılık eşiğini aşamamıştır. Buna karşın, modelin tanısal testleri (Sargan, AR(2), Wald) yöntemin geçerliliğini doğrulamış ve katsayı işaretinin farklı spesifikasyonlarda tutarlı kalması, işgücü üzerindeki mali yüklerin artmasının kayıt dışı çalışmayı teşvik ettiği yönündeki kuramsal beklentiyi desteklemektedir. Sonuç olarak, kayıt dışı istihdamla mücadelenin sadece denetimsel önlemlerle başarılamayacağı, bunun yerine işgücü maliyetlerini yönetilebilir kılan yapısal reformlara ağırlık verilmesi gerektiği belirlenmiştir.

The Effect of The Tax Wedge on Informal Employment: Dynamic Panel Data Analysis for OECD Countries

Abstract

This study empirically examines the effect of the tax wedge on informal employment in seven OECD countries, including Turkey, using data covering the 2000–2024 period. The Arellano–Bond Difference GMM was selected as the estimation method, addressing the endogeneity problem among variables and cross-sectional dependence. The findings indicate that the tax wedge has a positive directional effect on informal employment; however, due to limited sample size and high correlation among macroeconomic variables, this effect did not reach conventional levels of statistical significance. Nevertheless, the diagnostic tests of the model (Sargan, AR(2), Wald) confirmed the validity of the method, and the consistent sign of the coefficient across different specifications supports the theoretical expectation that increased financial burdens on labor encourage informal work. Consequently, it is concluded that combating informal employment cannot be achieved solely through auditing measures; instead, priority should be given to structural reforms that make labor costs manageable.
