Öz
Bu makale, Türkiye’de sınırlı devlet ilkesinin neden merkezî bir unsur hâline gelemediği sorusuna tarihsel ve kuramsal bir çerçeve içinde cevap aramaktadır. Makalenin temel iddiası, sorunun belirli ideolojik tercihlerden ziyade, Osmanlı’dan Cumhuriyet’e uzanan devlet geleneğinin sürekliliğinde yattığıdır. Türkiye’de sağ ve sol ideolojiler arasında belirgin söylemsel farklılıklar bulunsa da devletin toplumsal düzenin kurucu ve dönüştürücü öznesi olarak konumlandırılması noktasında güçlü bir ortaklık bulunmaktadır. Bu ortaklık, siyasal mücadelenin devletin sınırlandırılması yerine devletin kim tarafından ve hangi amaçlarla kullanılacağı meselesi etrafında şekillenmesine yol açmıştır. Çalışma, sınırlı devlet ilkesinin zayıf devlet anlayışıyla özdeşleştirilmesinin teorik bir yanlışlık olduğunu ve Türkiye’de devlet kapasitesi ile siyasal sınır arasındaki ayrımın yeterince kavranmadığını savunmaktadır.

The Continuity of State Conceptions in Türkiye
Abstract
This article seeks to answer the question of why the principle of limited government has failed to become a central element in Türkiye, within a historical and theoretical framework. The article’s main argument is that the problem lies not so much in specific ideological preferences but in the continuity of the state tradition stretching from the Ottoman Empire to the Republic. Although there are clear discursive differences between right-wing and left-wing ideologies in Türkiye, there is a strong consensus on positioning the state as the founding and transformative agent of social order. This commonality has led to political struggle being shaped around the issue of who will use the state and for what purposes, rather than around limiting the state. The study argues that equating the principle of limited government with a weak state is a theoretical mistake and that the distinction between state capacity and political limits is not sufficiently understood in Türkiye.
