Öz
Bu çalışmada, 1923 yılında İzmir’de gerçekleştirilen Türkiye İktisat Kongresi ve 1923-1929 döneminde tesis edilen iktisat politikaları incelenerek, erken cumhuriyetin çalışmaya konu olan dönemi boyunca uygulanan politikaların niteliğine dair bir
değerlendirme yapılması amaçlanmıştır. Bulgular, Devlet Arşivleri Başkanlığı Cumhuriyet Arşivi (BCA) ve Türkiye Büyük Millet Meclisi Arşivi’nde bulunan belgeler ile resmi istatistik ve resmi gazete kayıtlarından oluşan birincil kaynaklar ve telif/inceleme eserlerin oluşturduğu çeşitli ikincil kaynakların incelenmesiyle elde edilmiştir. Çalışmanın ulaştığı temel sonuç, Türkiye İktisat Kongresi ve kongre sonrası dönemde uygulanan iktisat politikalarının liberal bir niteliğe sahip olmadığı ve 1930’la başlayan devletçilik dönemine ait politikaların, 1923-1929 arasında uygulanan liberal politikaların başarısızlığı sonucunda tesis edilmediğidir.

A Evaluation on the Turkish Economic Congress and Economic Policies of The Early Republican Era (1923-1929)
Abstract
The aim of this study is to evaluate the nature of the economic policies implemented during the early period of the Republic, which was the subject of the study, by examining the Turkish Economic Congress held in Izmir and the economic policies
established between 1923 and 1929. The findings were obtained by analyzing primary sources consisting of documents in the Republican Archives of the Presidency of the State Archives and the Archives of the Grand National Assembly of Turkey,
official statistics and records of the official gazettes, and various secondary sources consisting of copyrighted and research works. The main conclusion of the study is that the economic policies implemented during the Turkish Economic Congress and
the period after the Congress were not liberal in nature and that the policies of the statist era, which began in 1930, were not established at all as a result of the failure of the liberal policies implemented between 1923 and 1929.
