Öz

Kamu yönetiminde etik kamu personelinin kamu hizmetlerini ifa ederken uymaları gereken dürüstlük, tarafsızlık, toplumsal adalet ve kaynak israfından kaçınma gibi ahlaki ilke ve değerler bütününü ifade etmektedir. Kamuda etik olgusu bilim tarihinin değişik dönemlerinde farklı bilim alanlarındaki düşünürlerin de ilgisini çekerek her bir teorisyen kendi çalışma disiplini içerisinde mezkûr mesele üzerine tartışmalarda bulunmuştur. Bu çalışmanın amacı ise kamu yönetiminde etiğin teorik çerçevesini ele almaktır. Kamu yönetiminde etiğin felsefi çerçevesi kural (deontoloji), sonuç (teleoloji) ve erdem olmak üzere üç farklı kuram üzerinden irdelenmiştir. Çalışmada nitel araştırma yöntemlerinden olan doküman analizi tekniğinden yararlanılarak kuramsal bir araştırma gerçekleştirilmiştir. Çalışmanın sonucunda kamuda etik olgusu I. Kant, J. Rawls, R. Nozick, J. Bentham, J. S. Mill, Aristoteles ve A. MacIntyre’ın argümanları bağlamında izah edilmiştir. Bu açıklamalar ışığında belli başlı etik kodların çerçevesi çizilmeye çalışılmıştır. Elde edilen etik kodlar bağlamında kamu hizmetlerinin sunumuna ilişkin değerlendirmelerde bulunulmuştur.

Philosophical Framework of Ethics in Public Administration: An Attempt of Theoretical Explanation

Abstract

Ethics in public administration refers to a set of moral principles and values, such as honesty, impartiality, social justice and avoidance of waste of resources, that public officials should observe in the performance of public services. The phenomenon of ethics in public administration has attracted the attention of thinkers in different fields of science in different periods of the history of science, and each theorist has made discussions on the aforementioned issue within their own discipline of study. The aim of the study is to discuss the theoretical framework of ethics in public administration. The philosophical framework of ethics in public administration is analysed through three different theories: Rule (deontology), result (teleology) and virtue. In the study, a theoretical research was carried out using the technique of document analysis, which is one of the qualitative research methods. As a result of the study, the phenomenon of ethics in the public sector was explained in the context of the arguments of I. Kant, J. Rawls, R. Nozick, J. Bentham, J. S. Mill, Aristotle and A. MacIntyre. In the light of these explanations, an attempt has been made to outline the framework of certain ethical codes. In the context of the ethical codes obtained, evaluations have been made regarding the provision of public services.
