Öz
Bu makalede, günümüzde çoğu yönüyle devlet tekeline girmiş “modern” kavramının ve modernist toplum sahalarının daha fazla sorgulanır hale geldiği “postmodern” yeni çağda, klasik liberalizmin temel değerlerinin, ‘insan’ yararına hâlen yol gösterici olduğu vurgulanacaktır. Bu bağlamda, devlet ve devletçilik ideaları, tek taraflı çıkarlarını koruyacak şekilde hareket eden Makyavelist bireyler topluluğunun faydacı bir doğal ürünü müdür? Keza, bu surette hayat bulan Hobezyen bir Leviathan mıdır? Yoksa günümüzde daha kabul edilebilir şekliyle, modern devletin kaynağı sayılan Weberyan öğretinin öngörebileceği üzere, mekanizmayı bozmamak adına duygulardan arındırılmış rasyonel fayda ve çıkar hesabını en iyi yapan bir makine midir? Bu ana sorunsal etrafında disiplinler-arası bir yaklaşımla Devlet’in, modern dönemde
tüm bu belirtilenlerden bir nebze almış olabileceği iddia edilecek, insan eliyle yaratılan yapay kutsiyetler arkasında, yine insanı karamsar bir evrime zorlayan devlet adına yapılan tüm eylemlerin ise, yeni çağın ‘yıkıcı’ olabilecek etkileriyle değil, Locke’cu perspektiften liberal doğal haklar ve yeni postmodern bireyciliğin birleşiminde, daha kabul edilebilir bir ölçüye çekilebileceği savunulacaktır.

Human, Natural Rights and the State: Reconsidering Classical Liberal Values in the Postmodern Age
Abstract
In this article, it will be emphasized that the basic values of classical liberalism are still guiding for the benefit of ‘human’ in the ‘postmodern’ new era, where the concept of “modern” has become a state-monopoly in many aspects, and the components of modernist society are becoming more questionable. In this context, are the ideas of the State and statism a utilitarian natural product of a Machiavellian community of individuals acting to protect their unilateral interests? Likewise, is it a Hobbesian Leviathan that comes to life in this way? Or, in its more acceptable form today, is State a machine that is free from emotions and makes the best rational calculation of benefit-interest in order not to disrupt the mechanism, as can be predicted by the Weberian doctrine, the source of the modern state? With an interdisciplinary
approach around this main problematic, claiming that State may have taken a little bit of all of these in the modern era, it is argued that all actions carried out on behalf of the state, which force people to a pessimistic evolution behind the
artificial sanctities created by human-hands, can be brought to a more acceptable level not by ‘destructive’ effects of the new age, but by the combination of liberal natural rights from a Lockean perspective and new postmodern individualism
