1923-1938 yılları arasını kapsayan dönem, modern Türkiye’nin her alanda hızla yeniden yapılandırıldığı bir dönemdir. Şüphesiz ki dönemin kayda değer gelişmelerinden biri de kadınların elde ettikleri siyasi haklardır. Bu hakların ilki, kadınların 1930 Belediye Seçimleri’ne katılarak seçme ve seçilme hakkına kavuşmasıdır. Bu konu, başta Meclis olmak üzere, dönemin basınında ve çeşitli mecralarda müzakere edilmiş ve ayrıca Türkiye’de bulunan yabancı elçilik temsilcileri tarafından da dikkatle takip edilmiştir. Bu çalışmada, Tanzimat Dönemi’nden 1930 Belediye Seçimleri’ne kadar kadın haklarındaki tarihsel gelişmeler aktarılmış; bu çerçevede, söz konusu siyasi kazanımın Türkiye’de elçilik 3. Kâtibi Amerikan diplomatı David Williamson’ın raporuna nasıl yansıdığı irdelenmiştir. Raporun, kadınların 1930 seçimlerine katılımını ve gelecek seçimlere etkisini hafife aldığı ve yine raporun, diplomatın yer yer şahsi görüşlerini içermekle birlikte Türk yetkililerinin basın açıklamaları ve onlarla bizzat yapılan görüşmelere dayanarak hazırlandığı ve kamuoyu yoklaması niteliği taşıdığı görülmüştür. Raporda yer alan değerlendirme ve görüşler, arşiv belgeleri, resmi kaynaklar, dönemin süreli yayınları ve literatür çerçevesinde incelenmiştir.

Participation of Turkish Women to the 1930 Municipal Elections and Its
Reflections to an American Diplomat’s Report
Abstract
The era comprising between the years 1923-1938 was a period that Modern Turkish Republic was rapidly reconstructed in all spheres. Undoubtedly, one of the most noteworthy developments of this era was the political rights that women gained. The first of these rights is the women’s achieving right to vote and stand for election by participating in the 1930 Municipal Elections. These rights granted to women in the political field were discussed and negotiated in the press of the current period
and in various channels, notably in the Parliament, and also this topic was carefully pursued by the representatives of the foreign embassies in Turkey. In this study, the historical developments in the women’s rights from the Tanzimat Period to the 1930 Municipal elections are presented, within this scope, how this political achievement of 1930 was reflected in the report of the American diplomat David Williamson, 3rd secretary of Embassy, was scrutinized. It was seen in the report that it underestimated the participation of women in the 1930 elections and its impact on the next elections, and also it was also concluded that although the report includes the diplomat’s personal views from time to time, it was prepared based on the press statements of the Turkish authorities and the information obtained from the interviews with them, and that it had the quality of a public opinion poll. The appreciations and comments of the diplomat in this report were examined as part of the archive sources, official sources, periodicals of that period and literature on the subject.
