Öz
Osmanlı döneminden itibaren Türkiye’de basın, özgürlük sorunu ile karşı karşıya kalmıştır. Kısıtlama ve baskılarla şekillenen basın politikaları, sansür, gazetelerin kapatılması, muhalif gazetecilerin yargılanması ve tutuklanmasıyla Cumhuriyet döneminde de devam etmiştir. Esasen basın özgürlükleri ilk Anayasa’dan itibaren koruma altına alınmıştır. Ancak Anayasa’ya rağmen kanunlara eklenen muğlak ifadeler ve Sıkıyönetim uygulamaları, iktidarların basın özgürlüğünü kabul etmekte zorlandığını göstermektedir. Matbuat Kanunu’nun 50. maddesi ile 1931’den itibaren iktidar, gazeteleri kapatma yetkisini elde etmiştir. Bu çalışmada 50. maddenin basın özgürlüklerini nasıl etkilediği, basının ilk özgürlük adımlarını nasıl ve ne zaman attığı analiz edilmiştir. Çalışmada, zoraki demokrasi dönemi olarak adlandırılan 1945-1947 yılları arasında Cumhuriyet gazetesi, metin analizi yöntemiyle incelenerek bu soruların cevabı aranmıştır.

Freedom of the Press Focusing on Press Law Article 50 in Turkey:
The Case of the Cumhuriyet Newspaper (1945-1947)
Abstract
Since the Ottoman period the press in Turkey has been experiencing a problem with the freedom issue. Press politics have been shaped by restrictions and pressures such as censorship and closed newspapers, tried and jailed opposition journalists also continued in the Republic Period. Indeed, the freedom of the press has been protected since the first Constitution. However, despite the Constitution, ambiguous wording was added to law and martial law implementation shows that governments have always had difficulty in accepting the freedom of the press. With the Article 50 of the Press Law the government gained the authority to close the newspapers in 1931. This study has analysed how Article 50 has influenced how and when the freedom of the press took the first freedom steps. In this article, those questions were sought by researching the Cumhuriyet newspaper with the text analysis method called reluctant democracy period which was between 1945-1947.
