Öz
Bu çalışmanın amacı, Serbest Cumhuriyet Fırkası (SCF)’nın siyasal bir parti olarak tarihsel öyküsünü anlatmak ya da partiyi bütün yönleriyle ele almak değildir. Zira bu konuyla ilgili hatırı sayılır miktarda çalışmalar mevcuttur. Yapılan çalışmada, liberal bir parti olarak ortaya çıktığı iddia edilen SCF’nin hem siyasal hem de ekonomik liberalizmle ne kadar uyumlu olduğu, gerçekten bir liberal parti olarak değerlendirilip değerlendirilemeyeceği sorularına cevap aranmıştır. Bu sorulara yanıt bulabilmek amacıyla partinin tüzüğü, programı ve söylemlerinden hareketle, dönemin hükümeti olan Cumhuriyet Halk Fırkası (CHF) karşısında yürüttüğü muhalefete odaklanılmıştır. Bu nedenle CHF de dolaylı olarak çalışma konusuna dâhil edilmiştir. Ancak CHF tek başına değil, muhalefetle ilişkileri çerçevesinde ele alınmıştır. Çalışmada; arşiv vesikaları, gazeteler, döneme tanıklık eden devlet adamlarının hatıraları ve döneme ilişkin literatürden faydalanılmış, söz konusu dokümanlar metin analizi tekniğiyle incelenmiştir.
Çalışma neticesinde elde edilen bulgularla, SCF’nin liberal ekonomik politikaları kısmen savunduğu, bazı ekonomik önerilerin dışında liberalizmi tam olarak yansıtmadığı ve mevcut iktidar karşısında güçlü bir muhalefet yürütemediği görülmüştür.

The Limits of the Free Republican Party between Liberalism and Political Statism
Abstract
The purpose of this study is not to tell the historical story of the Free Republican Party (SCF) as a political party or to discuss the party in all its aspects. Indeed, there is a considerable amount of work on this subject. This study seeks to answer the questions of how compatible the SCF, which was claimed to have emerged as a liberal party, was with both political and economic liberalism, and whether it could really be considered as a liberal party. In order to find answers to these questions, the study focuses on the party’s opposition to the Republican People’s Party (CHF), the government of the time, based on its charter, program and discourses. For this reason, the CHF was also indirectly included in the study. However, the CHF is not analyzed on its own, but within the framework of its relations with the opposition. In the study; archival documents, newspapers, memoirs of statesmen who witnessed the period and the literature on the period were used, and the documents in question were analyzed the technique of textual analysis. The findings of the study show that the SCF partially defended liberal economic policies, did not fully reflect liberalism apart from some economic proposals, and failed to mount a strong opposition to the current government.
