Öz
Bu çalışmada Sokrates’in yurttaş kavramını, kendisine kadar gelmiş kavrayışlardan farklı bir biçimde, yeniden anlamlandırması incelenmektedir. Sokrates, Yunan demokrasi geleneğinin en önemli krizlerinden biri olan Peloponez Savaşı sürecinde Atinalılara yönelik eleştirileriyle felsefesini yapılandırmıştır. Atinalılar yüzyıllar boyunca oluşmuş kültür ve geleneklerine dayanarak yaşamlarını sürdürdükleri halde, Sokrates yaşamın ve değerlerin sürekli sorgulanması gerektiğini düşünür. Sokrates Atinalıların ihtiraslarının esiri olma eğilimine kapıldıklarını düşündüğünden, akılın ve doğruluğun yönlendiriciliğinde kararlar almalarını sağlayacak bir felsefe geliştirmeye çalışır. Sokrates insanın bilerek kötü davranışlar gerçekleştirmeyeceğine inanır. Ona göre eğitim sayesinde herkes en doğru davranışı sergileyecek kadar gelişebilir. Dolayısıyla iyi bir polisin, öncelikle, yurttaşlarına iyi bir eğitim sağlaması gerekir. Sokrates iyi bir polisin nasıl olması ve yurttaşlarına hangi eğitimi sağlaması gerektiğine dair düşüncelerini Atina’nın yaşadığı sosyal, ekonomik ve politik krizleri değerlendirerek
geliştirir. Bu sayede Sokrates yeni bir yurttaş kavrayışı geliştirme olanağı edinir. Sokrates için polis ile yurttaş birbirlerine aittirler. İyi bir kentin teşekkül edebilmesi için yurttaşların ve polisin aklı ve doğruluğu kendilerine rehber edinmeleri gerekir. Sorgulanmamış bilgilere, geleneğe ve inanışlara dayanarak yaşamın sürdürülmeye çalışıldığı koşullarda akıl ve doğruluk rehberlik yapamaz. Aklın ve doğruluğun rehberliğine güvenen bir yurttaş, kentinde kişisel başarılar elde etmek peşinde koşmamalı, fakat kentindeki her şeyin daha iyi ve doğru nitelikler edinmesi için çabalamalıdır. Bunun için bir yurttaş, kendisinden başlayarak her şeyi sorgulamalı ve doğru düşünme yöntemiyle var olan her şeyin olması gerektiği gibi olması için çaba sarf etmelidir.

Socrates’ Re-interpretation of the Citizen: The Philosophers Apology against Democracy
Abstract
Socrates’ re-interpretation of the concept of citizen in comparison with the previous perceptions down to his age is the main theme of the this article. Socrates developed his philosophy based on his critics against Athenians during Peloponnese War, which was one of the most important crises in Greek democratic tradition. Although Athenians lived based on their cultures and traditions which came into being in centuries, Socrates thought that life and values should always be questioned. Since Socrates thought that Athenians were inclined to be enslaved by their desires, he tried to develop a philosophy to make them take decisions in guidance of their reason and the truth. Socrates believed that human beings do not go wrong deliberately. To him, everyone can be developed through education so that they behave in the best way. Therefore, a good polis should, first of all, give a good education to its citizens. Assessing the social, economic and political crises experienced by Athens, Socrates developed his ideas about how a polis should be and what kind of educations it should provide its citizens. Thus, Socrates got the opportunity to develop a new perception of citizen. To Socrates, polis and citizen belonged to one another. Citizens and police should take reason and truth as their guides in order that a good city comes into being. Reason and truth cannot guide
in conditions where there is a life based on unquestioned information, traditions, and beliefs. A citizen who trusts in the guidance of reason and truth should not seek for individual achievements but should make effort so that everything in his city is better and more qualified. Therefore, a citizen should question everything, beginning from himself, and make efforts so that everything is as it should be, through the method of thinking rightly.
