Josef Dobretsberger (1903-1970) para, finans, konjonktür dalgaları ve iktisat politikaları hakkındaki yazılarıyla Avusturya İktisat Okulu içerisinde yer alan bağımsız bir iktisatçıdır. Yaşadığı dönemde söz konusu alanlarda bilinirliği bulunmakla birlikte, Türkiye özelinde, Dobretsberger’in iktisat felsefesi ve politik serüveninin yeterince irdelenmediği tespit edilmiştir. İktisat felsefesi üzerine inşa ettiği iktisadî sistem anlayışının ortaya konulması, Türkiye’de iktisadî düşüncenin koordinatlarının anlaşılması açısından önem arz etmektedir. Ayrıca Soğuk Savaş döneminde Avusturya’nın Doğu ve Batı Blokları arasındaki ‘tarafsızlık’ politikasına yaklaşımı da dikkat çekicidir. Bu çerçevede, makalenin birincil amacı Dobretsberger’in iktisadî sistemler hususunda benimsediği yolun ve yöntemin saptanmasıdır. Politik çizgisini aydınlatma çabası da ikincil amaç olarak belirlenmiştir. Neticede sosyalist eğilimlere sahip olmakla beraber kapitalizm karşıtı olmadığı; bloklar arasındaki dengede “Doğu” ile siyasî ve iktisadî ilişkilerin geliştirilmesi yönünde çaba sarf ederken, “Batı”nın radikal bir muhalifi olmadığı izlenimini bırakmıştır.

A Contribution to the Dobretsberger File: On the Economic and Political Perspective of an Austrian Economist
Abstract
Josef Dobretsberger is one of the independent economists who belongs to Austrian school of economics. He was recognized in academic circles due to his writings on monetary and financial issues, business cycles, and economic policies. However, Dobretsberger’s economic philosophy and political life have not been analyzed thoroughly in Turkey. It is significant to comprehend his approach on economic systems in order to follow up the retrospect of economic thought in Turkey. Furthermore, his approach to Austria’s neutrality policy is remarkable to trace the differences between the Eastern and the Western Blocs during the Cold War. In this context, the primary aim of this paper is to review the philosophical and methodological background of economic systems that have been espoused by Dobretsberger. The secondary target is to clarify his political line through official documents and English-written publications. We put forward the two main amendable findings in conclusion. First, he had socialist tendencies, but was not anti-capitalist. Second, he paid attention to build closer relationships with the East, but not to neglect or break with the West.
